Keep that in mind when choosing which one you use. This is entirely my mistake and I'm sorry:(CK2+ is about enhancing the vanilla game, whereas HIP is a total overhaul. 
It appears I was mistaken; the submod exists somewhere, but it's either unfinshed or not updated for current HIP editions. I think they're both great mods, and neither is better than the other.
